If the search returns no match, try a known ID and reasonable name variants. Then test the correct custody system. A county-only detainee may never appear in TDOC FOIL, while a person transferred from Fayette County Jail into TDOC custody may appear in FOIL as incarcerated. A released or out-of-custody label means VINE received and displayed a change. It does not reveal every legal or physical detail. The person may have entered the community, transferred, or left one custodian for another, depending on the agency's wording.
